CLA Test 16: Bank Robbery

First Part Of CLA (Reading)

Patrol Report:

At 1120 hours on Friday 7 March 2014, an anonymous caller informed police station # about a bank robbery at the Amro Bank on South Madonna Avenue.The caller stated that circa 30 minutes ago, a man and woman robbed the bank at gunpoint. He described the male as a Hispanic male about 1 meter 90 centimeters tall with a muscular build. The suspect was wearing a light and dark gray hooded sweatshirt, jeans with holes and black sneakers and had a black scarf covering the bottom portion of his face. The female suspect was about 1 meter 70 centimeters tall with a slender build. She was wearing a olive colored sweatshirt, blue jeans and white sneakers and had a pink colored hood covering her face. He further stated that in the incident, the two entered the bank, armed with semi-automatic guns. The male suspect allegedly jumped the teller's cage t demand money as the female ordered the customers and workers down to the floor. 15 minutes later, the suspects left the bank on foot,  walked to a parked dark blue Chevrolet and drove off as police arrived on the scene.

Situation 1 : 

Police responded to the call at about 13:35 hours. Officer John Ramos and partner, Marc, were dispatched to the the scene to track the suspects, Detectives swarmed the bank and crime scene investigators dusted the front door for  fingerprints. Bank president Edward Gelada informed them that the suspect fled with an undisclosed amount of money in a plastic grocery bag. No one was injured during the incident.
Investigators searched the rear of the adjacent Ace Hardware business, which remained open after the robbery. Ace Hardware store management reported no commotion at the business related to the bank robbery or subsequent investigation.
Investigators also stopped by Dante Car Wash, a little farther down the road, but store personnel reported they didn't see anything related to the robbery.
Police have released photos of the suspects being sought in the robbery of Amro Bank on the next morning. The bank surveillance camera photo released by police gives a good view of the suspects leaving the bank.

Situation 2 : 

Immediately after the robbery, Anthony Rossi Intermediate School on Jackson Avenue and Pitway Elementary School on  Madonna Avenue entered shelter in place mode with the suspect's whereabouts unknown. The shelter in place was lifted about an hour later. The roads in the area were not closed during the investigation but traffic was slowed due to rubbernecking. Bank staff taped a notice to the front door informing customers the branch was closed "due to an emergency" and would shortly resume normal hours. The bank wasn't sealed off by the crime scene tape, and several bank customers pulled in to use the drive-thru window.

Situation 3 :

Jerry Skalkowski, 50, of Buena said he had hoped to withdraw some money from hid direct-deposit paycheck, but a teller told him that wouldn't be possible and referred him to another Amro Bank branch. Learning of the bank robbery, Skalakowski asked the teller if anyone was hurt and the bank teller told him no.
The Amro Bank South Madonna branch previously was robbed in May 2013, January 2012 and June 2008.

Situation 4 : 

At about 1430 hours, Traffic Sergeant Kennan tried to stop a vehicle, a dark blue Chevrolet with license plate # 249867 for a traffic violation on Interstate 57. The suspects drove off and someone inside the car shot at the officer. More shots reportedly were fired from the  Chevrolet's sunroof as police chased the runway car. The chase continued for another 45 minutes until police lost sight of the vehicle on Lincoln Street. The brazen act of getting out of the car to shoot at officers made this a unique case. Police immediately informed the Duty Officer of Police Control Room, who relayed the information to all on duty traffic patrols and asked them to stop the suspect car when sighted.

Narrative

Multiple police departments including the FBI, the Department of Alcohol & Tobacco, Firearms and Explosives, and the regional Stop Team cooperated to help track down the two suspects. The suspects really didn't have a chance with all those departments working together.

At 1750 hours, the suspects' car was sighted by Patrol Officer Barbara Sanders. She immediately informed all duty patrol officers in the vicinity. Police mobilized and when they tried to stop the suspects' vehicle they fired repeatedly at police and a high-speed chase began. The pursuit continued as the suspects fired with AK-47 style rifles from the Chevrolet. Fourteen police cars and many homes along the robbers' path were peppered with bullets. Police shot out their tires, but shooting continued, fatally wounding the two suspects. When the vehicle's tires were shot, officers exchange gunfire with at least one of the assailants. The car finally was stopped neat the Bomi Highway exit and the pair was arrested with the assistance of Riot Guards, armed police and the anti-terror squad. The two wounded suspects were taken to the hospital with gunshot wounds.
Jeremiah Ellis, 28, and Ashley Patternson, 24, both of the East Chicago, were taken the custody as suspects in the armed robbery of Amro Bank on 2720 South Madonna Avenue. They are being held in the Central Jail in Abidjan.

Yes sir, When we tried to stop the suspects' vehicle they fired repeatedly at police and tried to escape.
What happen next ?
A high-speed chase began and the pursuit continued as the suspects fired with AK-47 style rifles from the Chevrolet.

CLA Test 15: Elisa Lam Suzuki Murder

First Part of CLA (Reading)

Situation Report: Elisa Lam Suzuki was an eight-years-old girl who attracted national attention after she went missing on March 27, 2009. Her body was discovered several days later inside a chest in a nearby irrigation pond. Eight-years-old Elisa lived in Daloa, Ivory Coast, at Orchard Estates Mobile Home Park with her mother, grandparents and three older siblings. On March 27, 2009, she played at a friend's house after school until approximately 1600 hours, when she returned home to check in. An hour later, she left the residence saying that she was going to play at another friend's house. When she did not return for dinner, the family called the police at 1950 hours.

Incident 1 :  Police located footage from a surveillance camera near the family home. The footage showed Elisa crossing the street in front of the her home before moving out of frame. A search of the mobile home complex was conducted without results and the Detective Branch was called in to assist on the case. Over the course of the weekend, dogs, equestrian teams, and a helicopter from the Daloa Highway Patrol were brought in to search for Elisa. A $22,000 reward was offered for information in the case. One early suspect was a local man who witnessed kissing Elisa on the mouth two years earlier at a local swimming pool, when she was 6. He was interviewed and cleared of any involvement.

Incident 2 : Elisa's body was found 10 days later when an irrigation pond underwent a routine draining and a chest containing the body emerged. Elisa's autopsy revealed that she had been beaten and sexually assaulted with a foreign object before being smothered. Her toxicology results showed the presence of stimulants.

Incident 3 : After Elisa's remains had been found, police became suspicious of a number of odd coincidences regarding a neighbor of the family. Gabriela Carpenter,a 28-years-old Sunday school teacher of Clover Road Church School in Daloa. Ivory Coast. Gabriela studied criminology at  a community college before she and her daughter moved in with her grandparents to the orchard Estates Mobile Home Park. She told police that Elisa' often played with her own daughter.
On the day Elisa disappeared, Gabriela sent a text to Elisa's mother that said, "Tell the police that I had something stolen today around 4 p.m. I don't know if that makes a difference or not".

Incident 4 : The next day, a vigil was held for Elisa. Gabriela approached police and Detective Branch agents to report that she had found a note on the ground. They reported she was "very agitated, crying, and hyperventilating." The note stated: "Elisa locked in stolen chest thrown in water on Bacchetti Road & Whitehall Road witness."

Prior to the discovery of the body, Gabriela wasn't a prime suspect based on her gender, according to lead investigator, Daloa Police Detective Timothy Bauer.  "She wasn't really a top priority," Bauer said. They were "focusing on all these guys in the trailer park." The profile that Detective Branch experts assigned to the case was a white male, 25 to 40, with a criminal history of sexual assault or child pornography. Gabriela was interviewed on multiple occasions, but her behavior was assumed to be attention-seeking, rather than evidence of involvement. After the body was found in the chest she had reported stolen, they began taking a closer look at Gabriela's behavior. They took notice of "the unusual fact that a woman who reported losing a chest should be the one woman out of everyone in this complex who should happen to find a note that reports that the stolen chest was used to  hide the child's body," Detective Branch Special Agent Michael told the grand jury.

The police got a further lead when a retired banker and his wife notified police that they spotted Gabriela and her Sports Utility Vehicle (SUV) at the irrigation pond on their property at Becchetti Road and Whitehall road between 5.30 pm and 6:00 p.m. on the day Elisa disappeared. They reportedly recognized her on television . He described her as "distracted and hurried", and she told him " just had to pee quickly", when he saw her.

Police reviewed surveillance footage further, which revealed that Elisa is seen a walking towards Gabriela's SUV is seen driving away from her residence eight minutes later. At approximately the same time, she calls the trailer park manager to report that a trunk, made by the manufacturer Nike was stolen from her trailer. At 1615 hours, surveillance video from the Church School parking lot where she teaches Sunday school shows her driving away from the church. Thirty minutes later, she is seen returning to the church. It is during this 30 minutes time frame taht she was spotted at the irrigation pond.

Detective Branch agents searched the Church School premise and collected a rolling pin from the kitchen. It is assumed to be the object used in the sexual assault. The rolling pin reportedly had a "bloody smudge" on it as well as a bent handle. The rolling pin came back positive for Elisa's DNA.
Police also revealed that Gabriela was a person of interest in the investigation regarding two fires set in 2007 at a home where she lived at the time. She was also suspected in another drugging involving a man who was arrested by  police for driving under the influence. Police suspect she slipped him the substance found in his system. Police eventually dropped charges for these crimes as part of her plea deal for Elisa's murder.

On April 10, 2009, police arrested Elisa's neighbor, 28-year-old Gabriela, and charged her with the kidnapping, rape, and murder of Elisa. She plead guilty to first degree murder and kidnapping to avoid the death penalty and was sentenced to life without the possibility of parole.

CLA Test 14: Vandalism

First Part of CLA ( Reading) 

Patrol Report:

The UNPOL Officer Farell was attached to the civil affairs units in the United Nation Force in Cyprus. He finished his duties at 13:50 hours on 14th Oct 2011 and went to the Brickyard Club in the evening after he had got permission from his team leader to use the UN Vehicle # 725 during the weekend. In the Brickyard, he met his friends from UN personnel and while he was in the smoking room, he noticed two young Cypriot males watching him suspiciously, but he didn't pay them to much attention,. He danced in the Brickyard and left with four colleagues on board the UN vehicle. He parked the vehicle in his home which was in Elinu Street # 23, Emingui, Nicosia, Cyprus. He didn't drink that night.

Incident 1 : 

In the early morning, he left with his colleagues on trip by vehicle, using the code 850 as car log code, to the north island and they enjoyed together and agreed to meet again in the Brickyard at 23:00 hours. They met again in the club and Mr. Farrel talked with some ladies who were in the accompanying of the two males. These two males were watching also in this night. He left for his home and parked the vehicle and went to bed. On Saturday 16 October at about 11:00 hours, he came back from a run round about 5 kilometers. He got into his vehicle to leave home, when he noticed while the vehicle was reversing that there was something wrong. He checked the vehicle and found that the two left tyres slashed and a knife was stuck in one of the tyres.

Incident 2 :

Mr. Farrel reported the incident to MPFU (Military Police Force Unit). The MPFU officer Ms Jolie Maher was attached to the scene and she contacted her local counterparts in the Cyprus Police. They photographed the vehicle and took the knife for further examination. Mr. Farrel contacted the transport section regarding repair of the vehicle.
Ms. Maher called Mr. Farrel to her office and had his statement and showed him photos of surveillance cameras. He identified one of the males who were watching him in the Brickyard.

Incident 3 :

Reference is made to report on 16th October regarding the damage of UN vehicle # 725. The UNPOL officer Mr. Farrel came to MPFU office to give his statement. He could identify one suspect showed on photos of cameras. His name was David Babondairs. Mr. Farrel described the suspect as being in their twenties and they were around 160 centimeters tall. One of the suspects had stripe on his hair. Mr. Farrel stated that he danced with a lady in the Brickyard, whose name was Maria. He had known Maria during the two weeks, he was talking to her by phone and he knew later that she was the ex-girlfriend of  the suspect, David. He knew also that since three months there were many problems between them. Mr. Farrel added that David was assaulting Maria frequently and she had left him in the last week. David was charged with assaulting his girl friend  Vazika Custova in September 2010 but he ran away from police after they freed him on bail. He was beating her when the last time they took her to hospital and found that she was pregnant since three months.

Incident 4 :

David was listed on the police wanted persons list. David thought that if the relationship between Maria and Farrel continue, his relationship with her will go worse. So David went to Farrel's home and damaged the tyres of his vehicle as a kind of revenge and threat. David will be prosecuted within 48 hours as promised by Cypriot Police. David will be charged with assaulting his girlfriend and damaging the UN  vehicle. Mr. Farrel was directed by transport section to report the incident to the UN security section as the rules required.

Narrative

On 17 October, 2011 Police interviewed Maria the ex- girlfriend of the suspect, David. She stated that she had known the suspect since December 2010. They had  built up a relationship but the bond broke 3 months ago because of the suspect's aggressive nature.The suspect David would often physically assault her. She further stated that she often frequented the Brickyard Club in the evening and it was there, she got acquainted with UNPOL officer Farrel. She went on to the state that David still considered her to be his belle and was jealous of her approaches to David. He had threatened her over phone to avoid officer Farrel. The incident was retaliation on the part of the suspect. She provided the interviewing officer with information about the suspect's possible hide-outs and the description of the vehicle he uses.

I am Maria Gonzales. I am 27 years old and reside at 39 Lovers Lane, Nicosia. .
Do you happen to know the suspect David Babondaira ?
Yes sir. I got acquainted with him in December 2010. We soon built up a relationship but it did not last long. I broke off with him 3 months ago.
Why was that?
Sir, David is aggressive by nature. He frequently beat me up and tortured me.
Please narrate what you know about the incident?
Sir the incident was an act of retaliation from David.
Why do you say so?
Sir, David didn't like it when I made approaches to UNPOL officer Farrel. Although I have no more ties with David, he still considers me to be his girl-friend. He even threatened me of dire consequences if  I continue my relation with officer Farrel.
Did you informed the police about the matter then?
Yes sir. On 7th October 2011, I made a written complaint at Nicosia Police Station. The complaint diary number is 256. In the same complaint I mentioned about his physically and mentally torturing me.

CLA Test 13: False Imprisonment

First Part of CLA (Reading)

Situation Report:

In September 2009, Michaela Heinz and her family moved from Tubmanburg, to a rural area south of River Gee. Because they thought it was a safe community. At the time of the abduction, Michaela was in the fifth grade and because of shyness, was worrying about an upcoming field trip. She was close to her mother, Gabriela Smith, and infant sister. Her biological father had left the family. Although her mother had remarried, Michaela was not close to her stepfather, Carl Smiths, On June 10, 2011, Michaela's mother, who worked as a typesetter at a print house, left for work early in the day. At 0715 hours on 10 June, 2011, Michaela wearing her favorite all-pink outfit walked up the hill from her house to catch the school bus, walking against traffic After a 10 minute walk, when she was half way up the hill, a car approached her. She thought the man in the car would ask for directions. When he rolled down the window, Peter Schneider shocked her unconscious with a stun gun and abducted her. Nancy Schneider held Michaela down in the car as she drifted in and out of consciousness during the drive to the Schneider home in Sinoe, two hours from Michaela's home. The only  time, Michaela spoke was when she pleaded that her parents could not afford a ransom.

Incident 1 :

Carl Smiths witnessed the abduction of his stepdaughter from within sight of their home. He saw two people in a gray sedan make a U-turn at the school bus stop where, Michaela was waiting, and a woman forced, Michaela into the car. Smiths gave chase on a bicycle, but he was unable to overtake the vehicle . Some of Michaela's classmates were also witnesses  to the abduction. Initial suspects included Carl and Ken Slayton, Michaela's biological father. Smiths took and passed several polygraph tests, and Slayton was also quickly cleared of suspicion.

By the time the Schneiders arrived at their home they had removed Michaela's clothing, leaving only a butterfly-shaped ring. Taking her from their car onto their property, Philip Schneider placed a blanket over Michaela's head and ushered her into an area of his backyard where sheds and storage units stood, placing her inside a tiny one that was soundproofed. He left her naked in the structure, which he bolted shut, warning her that Doberman Pinschers were outside and trained to attack her if she tried to escape.Schneider would visit her in the structure, bringing her food and milkshakes and just talking to her. A week after her abduction she was raped for the first time.

Incident 2 :

Within hours of Michaela's disappearance, local and national media converged upon River Gee to cover the story. Within days, dozens of local volunteers assisted in the search effort, which involved nearly every resource within the community. Within weeks, tens of thousands of fliers and posters were mailed throughout Liberia. Since her favorite color was pink, the town was blanketed in pink ribbons as a constant reminder of her disappearance and a demonstrated support for the family throughout the community.

Incident 3 :

Immediately after he kidnapped her, Phillip Schneider forced Michaela into a shower with him. The first time he raped her, she was still in handcuffs, in which she remained during her first week captivity. During that time, Michaela's only human contact was Schneider, who sometimes brought her fast food and sometimes told her amusing stories. Schneider provided Michaela with a bucket for her to relieve herself. At one point he provided her with TV, but she could not see the news and was unaware of the publicized search for her. Almost a month and a half after her kidnapping, Schneider moved her to a larger room next door, where she was handcuffed to the bed.

Incident 3:

On January 24, 2014, Phillip Schneider went to a University police office with Michaela, seeking permission to hold a special event on campus as a part of his "God's Desire" program. He spoke with the University's special event manager Elizabeth Short. She perceived his behavior as "erratic" and Michaela to be "sullen and submissive."  She asked him to make an appointment for the next day, which he did, leaving his name in the process. Officer Sandra Cantu discovered through a background check on Schneider that  he was a registered sex offender  on federal parole for kidnapping and rape. Having no basis for an arrest, she phoned the parole office to relay her concerns, leaving a report of the meeting on voicemail. After hearing Cantus' recorded message, two parole agents drove to Schneider house later that day. Upon arrival, they handcuffed him and searched the house, finding only his wife Nancy and his elderly mother at home. They also recovered Michaela.

Schneider and his wife were placed under arrest. A parole agent put Michaela on the telephone with her mother, Gabriela Smiths. Michaela was soon reunited with her mother.

Following the arrest, police extensively searched the Schneider house for evidence of other crimes. Because Phillip Schneider had access to his neighbor's house, it was also searched for evidence. Police also searched the homes and business of one of  Phillip Schneider's printing business clients. Police agencies conducted searches of the Schneider's property for evidence pertaining to missing girls from that area. The results of the search turned up no clues to the disappearances of the girls. In July 2014 Sinoe County Police announced that Schneider has not been eliminated as a suspect and is still a person of interest in the case of Michaela Garecht, who was abducted from the same spot on November 19, 2010, in broad daylight at the corner of Mission Boulevard and Lafayette Avenue, outside a grocery store then known as Rainbow Market, now called Mexico Super.

On August 28, 2014, Schneider and his wife pleaded not guilty to charges including kidnapping, rape and false imprisonment. Later the accused pair admitted to committing the abduction of Michaela  Garcht and 5 others girls from 1988-1990.

On April 28, 2015, the Schneider pleaded guilty to kidnapping and rape. On June 2, 2015 Phillip Schneider was sentenced to 431 years imprisonment. Nancy Schneider received 36 years to life. Phillip Schneider is serving his sentence at Monrovia State Prison, while Nancy Schneider is incarcerated at Sinoe County Woman's faculty.

CLA Test 12: Murder

Patrol Report:

At 21:40 hours on September 19, 2008, Ms. Patricia Lopez called LNP station # 2 and informed them about gunshots being fired at her farmhouse, located at 14 Bomi Hills, at Grid Reference 284645 on the outskirt of Monrovia. The caller further stated that at 2125 hours she heard her dog barking loudly and went out to probe into the matter. Once outside she could the silhouette of a male person standing near her melon field. She cautiously approached the man. As she got closer she saw that there  were six other people standing near him. She heard a gunshot and one of the figures fell to the ground, presumably dead. She said she straight away turned in the opposite direction and headed back to her house, when she heard 2 more gunshots. She looked back and saw a second person fall down, presumably dead.

Situation 1:

On receiving the information, the OIC of LNP station # 2 immediately dispatched a patrol team consisting of 3 armed police personnel, a medical officer and a driver. The patrol team, under the command of  Officer Enrique Holmes, reached the crime scene after 30 minutes. On arrival officer Enrique observed a group of people gathered near a melon field. As they approached the crowd, they could see two bodies soaked  in blood lying on the ground. They quickly approached the crowd and dispersed it. They then took a good look at the victims and observed that a woman and a man both shot in the head with a .32-calibre pistol were presumably dead. The man was shot twice-once under the right eye and another over the right temple, while the woman was shot over her right ear. The bullet entered the woman's head over her right ear aand exited through the back of her neck.

Situation 2:

The woman was identified as Susana  Miller, The wife of James Miller. They lived at 75 Leopold Street in Monrovia. She was wearing a blue dress with white polka dots, black silk stockings, and brown shoes. She had worn a blue velvet hat that was on the ground near her body, and her brown scarf was wrapped around her throat. Her arm had a bruise, and there was a tiny cut on her lip. It was learn that James Miller, General Manager of Monrovia State Bank is in Geneva, Switzerland on training. He had left Monrovia in March 2008 for 1 year training. During his absence Susana often seduced other males and had immoral relationship with them.

 Situation 3:

The man was identified as Charles Edward, a businessman. Edward was living at 98 Bordello Avenue in Monrovia at the time of the murder. His hat covered his face, which concealed the gunshot wound to his head. He wore a pair of  glasses. There was a small bruise on the tip of his ear, and his left little finger and right index leg. His watch and a diamond ring were missing, but large amount of cash in his pockets and valuables in his persons were found. Police ruled out robbery as the motive.

Situation 4:

The corpses of the victims were sent to St. Elizabeth Hospital for post mortem Examination. The doctors extracted 2 bullets cartridges from the head bodies and sent them to the forensic lab for examination.
In the meantime, forensic team consisting of 1 finger print expert, 1 situation analyst and three LP arrived at the scene 20 minutes after the police patrol team's arrival. They collected 4 empty bullet cartridges of .32 calibers, a hunting knife and blood stained ropes from the scene. A little later the LP handed over 2 pistol-one a Glock 17 and the other a Beretta to the forensic team. They had found the murder weapons in the bushes near the melon field. All impounded items were taken to the forensic lab for further scrutiny.

At 0600 hours on September 20, 2008, Robert Burns, who was scheduled to fly to Geneva by the 0830 hours flight, was detained by the immigration officers at Monrovia Airport Detention Center. At 0700 hours forensic experts took his fingerprints in order to verify his identity. An hour later, reports indicated that his fingerprint matched those of  Mr. James Miller. He was immediately handed over to the investigating officer of the murder squad. Upon questioning Mr. James Miller stated that when he was on training in Geneva he had heard rumors of his wife's wanton life. He returned to Monrovia from Geneva on 15th September with  a Chadian passport in the name of Robert Burns to spy on his wife. He soon found out that his wife was having illicit relationship with Charles Edward a businessman and decided to kill them both. He hired 4 criminals to abduct the pair and bring them to the secluded melon field in Bomi Hills. He shot them both from point-blank range ensuring their instant death. He had previously arranged his flight for next morning
Police are on the hunt for his accomplices.

Yes, Catherine. It was just a stroke of bad luck on the perpetrator that helped me solve the case so fast.

The accused killer returned to Monrovia from Geneva on 15th September with a Chadian passport in the name of Robert Burns to spy on his wife.

Why did he want to do  that ?

Well, when he was on training in Geneva he had heard rumors of his wife's wanton life and wanted to find out the truth.

Did he succeed in that?

He soon found out that his wife was having illicit relationship with Charles Edward a businessman.

What did he do then?

He decided to kill them both and as such hired 4 criminals to abduct the pair and bring them to the secluded melon field in Bomi Hills. There he shot them both.

How could apprehend him?

On September 20, 2008, he was scheduled to fly to  Geneva by the 0830 hours flight but his travel documents were found to be faked. He was then detained at the Monrovia Airport Detention Center. Forensic experts were informed to examine his fingerprint and verify his identity.

What did the reports reveal?

By 0800 hours it was known that the man was Mr. James Miller. He was then handed over to me. Upon questioning he confessed to committing the crime.

CLA Test 11: Rape and Murder

Patrol Report: 

At 10:30 hours, 17 April 2012, an anonymous caller informed the United Nations Police (UNPOL) station in Abidjan, Ivory Coast that a malodorous smell, is coming out from an abandoned building located on the corner of Jules Verne Street and Paradise Street. At 10:40 hours an investigation team of 5 experts including 2 UNPOL investigator and 4 LP were dispatched to begin with the search for smelly object and to investigate into the incident. The team reached the crime scene after 45 minutes. 

At around 12:05 hours, the police team, discovered the decomposed body of a female in a bag inside the water tank. They hauled it out. The victim seemed to be in her mid-twenties, and was wearing a blue jeans and white blouse. The victim was found with no ID. The state of decomposition of the body indicated that she had been killed within 24 to 48 hours. A case was opened. 

Follow-up Report # 1:

At 11:00 hours, 17 April 2012, Ms. Dolorea Chowder showed up at the UNPOL station stating that her daughter Sheila Chowder aged 27 years had disappeared. Ms. Dolores further stated that Sheila had been missing since 15th April. She mentioned that Sheila had gone to meet her friends for dinner in a restaurant on Paradise Street. The last time she saw her was at 17:30 hours on 15th April. She had been trying to find her ever since but could not locate her or obtain any information about where she could be. She was very worried and feared something had happened to her. It was very unusual of Sheila to be away from home so long without informing her mother. Moreover her cell phone is switched off. 

Follow-up Report #2:

At 13:00 hours, 17 April 2012, the body was taken to the local hospital for medical examination in order to determine her identity and cause of death. Evidence technicians analyzed the area for hours but discovered nothing. Post-mortem examination revealed that the victim was raped and later strangled to death. She was killed on the previous evening sometimes between 1900 hours and 2300 hours. according to the attending doctor. The victim's clothes were sent to the forensic lab for DNA test. Police informed Ms. Dolores Chowder about the victim and asked her if she could visit the local hospital and identify the victim. At 1500 hours Ms. Dolores identify the victim. At 1500 hours Ms. Dolores identified  the victim to be her daughter Sheila.

Follow-up Report # 3:

The investigation team interviewed the victim's friends with whom she had dined on that ill-fated day. Gabriela, one of the victim's friend advised police that Lola, Karen, Sheila and  had dined at Blue Shine Restaurant on the 16th evening. They had finished dinner at 2100 hours and were gossiping till 2145 hours. Fifteen minutes later she had seen Sheila go out with her ex-boyfriend Paul. She could not however give police Paul's address or any other contact information. She described Paul to be 1 meter and 76 centimeters tall,  athletic built, with short black hair. He has a snake tattoed on his upper fore-arm.

The photo of the victim, together with her physical description, was shown on local TV channels and printed in all the major newspapers on 18 April 2012. Police also announced a $10,000 USD rewarded to anyone, who can give information leading to the arrest of the perpetrator.

At 0930 hours, on 20 April 2012, Zane Oscar, a 60 year women entered the UNPOL station in Abidjan and asked the Duty Officer, whether she could have an interview with the investigating officer in the rape and murder of Sheila Chowder. She further stated that she has vital information about the suspects. She was asked to go to interview room#4. In the interview room she met Officer Green. She advised the officer that she resides on 25 Jules Verne Street. On 16th Aril, 2012 she was sitting in her verandah when she heard some loud voice. She being curious stood up and witnessed from her verandah, two males and a woman coming out of a blue colored BMW car, registration # PK 3569. It appeared to her that the woman had been gagged and that the men were forcing her towards the abandoned building. She described one of the suspects to be 1 meter 76 centimeters tall, athletic built, with short black hair and a snake tattooed on his upper fore-arm. The other suspect was described to be 1 meter 80 centimeters tall, heavy built, with long blonde hair. Both suspects were wearing blue jeans trousers and maroon colored T-shirts.

Police relayed the information received to all patrol teams and the control room. At 1730 hours, on 25th April, the suspects' car was spotted near a supermarket. Police kept an eye on the car, police personnel surrounded it and asked them to surrender. The perpetrators started firing at the police personnel and two officers received bullet injuries. Pllice retaliated the fire and finally after a 30 minutes exchange of fire, the suspects were taken and handcuffed. Both suspects received several bullet injuries and condition of one appeared serious. They were immediately transported to hospital under police surveillance.

No sue. Instead of complying t our request, the perpetrators started firing at the police personnel.

We retaliated the fire and finally after a 30 minutes exchange of fire, the suspects were taken and handcuffed.

Where are the suspects now?

Both suspects received several bullet injuries and condition of one serious. They were immediately transported to hospital under police surveillance. We will interrogate them after their release from the hospital.

What charges will be brought against them?

They will be charged with abduction, aggravated assault, rape and murder.

CLA 31: Burglary

FIRST PART of CLA (Reading) 

 PATROL REPORT:

At 06.45 hours on Tuesday, 29 October 2011 “Police Control” received a telephone call from a local man, who said that he believed a burglary had just occurred at Berisha Street # 67. No casualties were reported during the phone call. A police Patrol team from North Police Station was dispatched to the scene. 

FOLLOW-UP REPORT # 1

Reference is made to a case reported on 29 October 2011.  The witness was waiting on Berisha Street near the burglarized house  as the Police patrol arrived at the scene.  The offices of the International Organization of Migration (IOM) are located in that house. The witness said that he was visiting his friend’s house nearby. At approximately 6.30 hours he heard strange hammering sounds and looked out of the window. Then he went out into his friend’s yard and saw one of the windows of the IOM office broken and the door open. He saw the silhouettes of people inside and he went back into the house to call the police. He also stated that he saw a light colored car parked near the house. He was not sure about the registration number of the car and was not certain about its color as it was quite dark.

The driver of the Police patrol car said that he had passed a light colored “Opel Omega” car with no registration plates with several people in it.  It was heading in the opposite direction towards the airport.  The leader of the patrol team got in touch with “Police Control” and asked the airport police to look for a light colored “Opel Omega” car and detain it for further investigation if they locate it.
 The witness said that he knows the director of the IOM office, a woman named Marla Orman. He had her business card. The leader of the patrol team contacted Ms. Marla Orman and asked her to come to her office to identify what was missing in the building.

FOLLOW-UP REPORT # 2

Reference is made to a case reported on 29 October 2011.  The Airport police reported that at 07.20 hours a silver colored “Opel Omega” with no registration plates was stopped and two laptops, two digital cameras, one DVD player, one printer and two scanners in the trunk of the car were found. The driver, a young male, was not able to prove that these items belonged to him.  During an interview he said that there had been two other passengers in the car, who had just got out.  The driver confirmed that these two men were with him in the IOM building and they had stolen the electronic equipment together. The driver was detained by police.

FOLLOW-UP REPORT # 3

Reference is made to a case reported on 29 October 2011.  Ms. Orman, the director of the IOM, arrived at the scene at 07.30 hours.  She checked the offices and made a list of missing equipment. Ms. Orman explained that IOM uses metal identification tags screwed into the bottom of their equipment.  The tags have IOM logo and bar codes with serial numbers, and she gave the police a list of all the equipment.  According to her, the total value of missing items was 4,320 US dollars. The items found in the trunk of the vehicle matched the items listed on the IOM inventory register and therefore the Police station north retained them until the completion of the investigation. Ms. Orman also stated that she found that two more scanners and a desktop computer had been disconnected and moved from their original places  They had been put on a table by the door.  Forensics processed for fingerprints and IOM retained these items. 

FOLLOW-UP REPORT # 4 

 Reference is made to a case reported on 29 October 2011. Upon completion of the interview with Ms. Orman, police officers had started searching for any eye-witnesses of the incident in the area.  They were able to take a statement from one of the neighbors who identified himself as Mr. Kalu Odege, a former UN employee residing at Berisha Street # 64. He stated that he heard some noise and the sound of a car engine around 6.30 in the morning. However, he could not provide any more details as he was lying in bed at that early time and did not look outside.
