Patrol Report:
At 10:30 hours, 17 April 2012, an anonymous caller informed the United Nations Police (UNPOL) station in Abidjan, Ivory Coast that a malodorous smell, is coming out from an abandoned building located on the corner of Jules Verne Street and Paradise Street. At 10:40 hours an investigation team of 5 experts including 2 UNPOL investigator and 4 LP were dispatched to begin with the search for smelly object and to investigate into the incident. The team reached the crime scene after 45 minutes.
At around 12:05 hours, the police team, discovered the decomposed body of a female in a bag inside the water tank. They hauled it out. The victim seemed to be in her mid-twenties, and was wearing a blue jeans and white blouse. The victim was found with no ID. The state of decomposition of the body indicated that she had been killed within 24 to 48 hours. A case was opened.
Follow-up Report # 1:
At 11:00 hours, 17 April 2012, Ms. Dolorea Chowder showed up at the UNPOL station stating that her daughter Sheila Chowder aged 27 years had disappeared. Ms. Dolores further stated that Sheila had been missing since 15th April. She mentioned that Sheila had gone to meet her friends for dinner in a restaurant on Paradise Street. The last time she saw her was at 17:30 hours on 15th April. She had been trying to find her ever since but could not locate her or obtain any information about where she could be. She was very worried and feared something had happened to her. It was very unusual of Sheila to be away from home so long without informing her mother. Moreover her cell phone is switched off.
Follow-up Report #2:
At 13:00 hours, 17 April 2012, the body was taken to the local hospital for medical examination in order to determine her identity and cause of death. Evidence technicians analyzed the area for hours but discovered nothing. Post-mortem examination revealed that the victim was raped and later strangled to death. She was killed on the previous evening sometimes between 1900 hours and 2300 hours. according to the attending doctor. The victim's clothes were sent to the forensic lab for DNA test. Police informed Ms. Dolores Chowder about the victim and asked her if she could visit the local hospital and identify the victim. At 1500 hours Ms. Dolores identify the victim. At 1500 hours Ms. Dolores identified the victim to be her daughter Sheila.
Follow-up Report # 3:
The investigation team interviewed the victim's friends with whom she had dined on that ill-fated day. Gabriela, one of the victim's friend advised police that Lola, Karen, Sheila and had dined at Blue Shine Restaurant on the 16th evening. They had finished dinner at 2100 hours and were gossiping till 2145 hours. Fifteen minutes later she had seen Sheila go out with her ex-boyfriend Paul. She could not however give police Paul's address or any other contact information. She described Paul to be 1 meter and 76 centimeters tall, athletic built, with short black hair. He has a snake tattoed on his upper fore-arm.
The photo of the victim, together with her physical description, was shown on local TV channels and printed in all the major newspapers on 18 April 2012. Police also announced a $10,000 USD rewarded to anyone, who can give information leading to the arrest of the perpetrator.

Narrative
At 0930 hours, on 20 April 2012, Zane Oscar, a 60 year women entered the UNPOL station in Abidjan and asked the Duty Officer, whether she could have an interview with the investigating officer in the rape and murder of Sheila Chowder. She further stated that she has vital information about the suspects. She was asked to go to interview room#4. In the interview room she met Officer Green. She advised the officer that she resides on 25 Jules Verne Street. On 16th Aril, 2012 she was sitting in her verandah when she heard some loud voice. She being curious stood up and witnessed from her verandah, two males and a woman coming out of a blue colored BMW car, registration # PK 3569. It appeared to her that the woman had been gagged and that the men were forcing her towards the abandoned building. She described one of the suspects to be 1 meter 76 centimeters tall, athletic built, with short black hair and a snake tattooed on his upper fore-arm. The other suspect was described to be 1 meter 80 centimeters tall, heavy built, with long blonde hair. Both suspects were wearing blue jeans trousers and maroon colored T-shirts.
Police relayed the information received to all patrol teams and the control room. At 1730 hours, on 25th April, the suspects' car was spotted near a supermarket. Police kept an eye on the car, police personnel surrounded it and asked them to surrender. The perpetrators started firing at the police personnel and two officers received bullet injuries. Pllice retaliated the fire and finally after a 30 minutes exchange of fire, the suspects were taken and handcuffed. Both suspects received several bullet injuries and condition of one appeared serious. They were immediately transported to hospital under police surveillance.
