Report Writing Sample On "Upcoming demonstration and Security Measures"

On 18th April 1999 at 11:44 hrs local Police commander of Mitrovica set for a meeting with UNMIK Station Commander and discussed about an upcoming demonstration and its security measures.

UNMIK Station Commander was informed that health center workers intended to demonstrate at down town on 26th April1999 at 18:30 hrs. It was a protest against NATO bombing at Pec region which caused casualties of clinic workers, their relatives and residents. The local Police Commander informed that the demonstration would last for 30 minutes & will be peaceful. The demonstrator would en-kindle candle in memory of the departed soul. An estimated 380 resident would take part in the demonstration. They would demand for end of bombing and a peaceful solution. The Local Police commander informed that the leader of demonstrators promised that they would not attack in any UNMIK or NATO compound. Local police commander intended to deploy 6 police officers for the above demonstration purpose. Local commander also informed that 30 police officers would be reserve within 50 meters away from the health center. UNMIK station commander arranged 3 officers for the same purpose. But local Police commander afraid and said they might be targeted. He request to the UNMIK commander to deploy non NATO country’s officer, and said if the officer from Russia or Ukraine, it would be best. UNMIK station commander informed that he would request KFOR for extra patrol in the area during demonstration.


The meeting ended in a good security solution.

Report Writing Sample on "Gunshot incident"

On 22nd June 2009 at about 14:20 hrs National Operation Center received a phone call from a mail about a gun shot incident from a white yacht which was aborted on Dili harbor. The caller introduced himself as Peter SMITH. While he was walking past in front of the government palace, he heard 5 gun shots from a white yacht with blue writing when he was 300 meters away.

At 14:45 hrs a Maritime patrol unit which was comprised of 2 UNPOL and 1 Local police officer dispatched to the scene. Canadian CIVPOL Richard SIMONS was the patrol leader. The patrol team finds out a yacht “Queen Lina” aborted in the harbor. Police vessel placed alongside the yacht. A white male wearing white shirt, blue shorts appeared underneath the yacht. He was 30 years of age, brown hair & mustache. He was carrying something in his right hand. Police could not see what it was. They thought it may have a pistol. Police stopped him and ordered to face down on the deck. He comply the order of the police. Police hands cuffed the male and find a flare gun in his hand. It was not a pistol. The captured male informed that his name was Mark ROBINSON & he was from New Zealand. His eyes were blood shot & speech was slurred. His breath was spreading smell of alcohol. Robinson stated that after taking a bottle of whisky he set the flare gun and shoot twice in the air. UNPOL Simons find 4 small plastic bag containing leafy substance and some US currency in it. Robinson stated that the leafy substance was cannabis and the currency was obtained of sell price of some cannabis. Further he informed that this cannabis was brought from Australia to Timor and supposed to sell to the local people. Maritime unit found 5 more bag of cannabis. A total of U.S $ 10,500 & a flare gun seized. Arrested Robinson was wanted by New Zealand police in related to several drug related crime. Robinson was taken to Dili watch house.

Investigation was continuing.
