Report Writing Sample#02: CLA Test-4 Kidnapped Boy

Sample Report

At 1545 hours on Sunday 06 April, 2011 a Timorese male went to the Comoro Police Station and reported that his 20 years old son Paolo had been missing since the previous night. He informed that, his son Paolo and their neighbor's daughter Mira had left their respective houses at 1900 hours to go a Thai restaurant near Cristore. At 2150 hours Mira returned but his son did not. He asked her and knows that at 2030 hours the night before they went to have a dinner and ten minutes later his son left with a group of five young people.

He also added that, today at 0845 hours he went to the restaurant and asked the owner whether anyone had seen his son. The owner informed him that one of his waitresses had seen his son, the previous evening, quarreling with five young males outside of the Thai restaurant. The waitresses described the males as being all about 20 years old, one individual had long black hair and another one had a ring in his left ear. Then they forced his son into a white Mini Microbus, which the speed off in the direction of hospital. The father gave the police a picture of his son and requested help to find him.  A case was open.

On 7 April, UNPOL along with PNTL conducted the primary investigation. They checked local hospital but nothing found. At the restaurant the police interviewed the owner and the waiters. Police got information that the suspect were all local Timorese and that one of  the waiters had remembered the registration number of the Microbus as TL0321. A police patrol located the suspect's vehicle parked on the Airport road 20km from Dili Police Station, at GR015156 and seized the registration book, which identified the name and address of the vehicle owner and also a wallet, which was identified as belonging to the missing boy.  Enquiries are continuing.

On 8 April, UN Police and PNTL searched the address shown in seized the registration book and arrested the owner of the Microbus, he told that he was  involved in the abduction. He stated that the victim had borrowed money from for drugs; he also gave the address of the house where the victim was being held. UNPOL and PNTL conducted a search of the house and rescued the boy who got a bruise chest and a broken left wrist. He was taken to the hospital and later return to his parents. Police also seizes a Smith Wesson revolver and 200 Ecstasy tablets from the house on Fomento Road. The victim was asked to come to the Police Station on 10th of April.

On 10 April, during interrogation officer Simon Matonga asked the victim about the accused the person and the others who assaulted him, he stated that he knew three of them, except the one who had assaulted him. He remembered the name of the suspect who was hitting him because the microbus owner called him as Martino. He gave the names and addresses of three of the accused. The investigating officer collected Martino's address from the microbus owner.

CLA-21: Death of Man in Port-Au-Prince Hospital

First Part (Reading  Comprehension)

Patrol Report:

On 21 October 2010 at 21.00 hours, United Nations Police (UNPOL) Patrol Team "Alfa" received a call from the duty officer of UN Team Site "West" in regard to the death of a local man who had just passed away in the Port-au-Prince hospital. The information was received from a duty physician in the hospital. According to him, the death was the result of a knife injury. Haitian National Police (HNP) were also notified and an investigation team was dispatched to the Hospital. UNPOL Patrol Team "Alfa|" headed by Oliver Johnson, proceeded to the hospital as well. 

Follow-up Report# 1:

Reference is made to the case of death of a local man in the Port-au-Prince hospital reported at 21.00 hrs. Upon UNPOL Team's arrival at the hospital at 21.15 hours, the local police team consisting of two (2) investigators was present and just started interviewing the attending physician, Carlos Pereira. The physician advised that the adult black male, later identified as Raoul Cocote, a 32 - year - old Haitian citizen and a practicing attorney, was taken at the Port-Au Prince Hospital via ambulance at 20.40 hours. The ambulance was called by a woman reportedly living with a victim. The patient arrived unconscious. The initial examination revealed a protruding knife injury with the knife left in the victim's chest. The doctor proceeded to provide emergency medical assistance but the victim passed away at 20;50 hours. In the hospital, Haitian National Police inspector, Mr. Arthur King, collected the knife, the victim's white shirt with blood stains and the victim's  driver's license . :UNPOL Team along with the Haitian police decided to go the victim's residence located at 53 Daiton Street, Apartment 7A.

Follow-up Report #2:

Reference is made to the case of the death of a local man in the Port-au-Prince hospital reported at 21.00 hrs. At 22.30 hours the joint UN and Haitian police team arrived at the victim's residence and made contact with Ms. Mia Teto, the victim's girlfriend. HNP Inspector King obtained a written statement from her. She seemed to be a primary and the only witness at that moment. Ms. Teto, a black female Haitian, 25 years old. stated that earlier that day, at 20.00 hours she heard a knock on the door of the residence where she lived with her boyfriend Raoul Cocote, and then Ms. Teto proceeded to open the door. Once the door was opened, two subjects forced their way into the residence. The two subjects pushed her toward the living room where Raoul Cocote was sitting, The first subject was described as approximately 1 m 75cm tall wearing blue jeans, red shirt, military boots and a black mask. The second culprit was appropriately 10 cm taller wearing black pants, a blue shirt and a white mask. When in the room, she stumbled over a bookshelf and fell down to the floor. The visitors had an argument with the victim and demanded to know where he hid his money. When Raoul refused to tell them where he kept his money, the shorter subject in the black mask proceeded to strike the victim with his hands. Raoul fell down on the floor and the same man continued beating him, repeatedly asking him for some hidden money. Meanwhile, the second subject wearing the white mask was searching the room. After 10-15 minutes of extensive searching, the second man failed to find any valuable things, which got him upset. He produced a knife in his body. Mia Teto was approximately three meters away and observed the attack. After they stopped attacking Raoul, the first subject threatened that if she called the police, they would return and kill her.Then both subjects ran out of the residence.She observed the knife protruding from her boyfriend's chest, and  at about 20.15 hours she called the Port au Prince Hospital, which dispatched an ambulance that arrived in about 15-20 minutes and took Raoul Cocote to the Hospital.

CLA Test 07: Plane Crash

First Part of CLA (Reading)

Incident: On 4 April 2011, a Georgian Airways Crj-100st bombardier crushed during its landing at the airport in Djili in the Democratic Republic of Congo. The plane broke when it hit the track at the airport while it was trying to land. There were 32 fatal accidents, with the only survivor of a Congolese Journalist. 
The plane was a crj-100st bombardier, registered 4 L-Gae, c / n 7070. The plane was delivered in 1996 to the French Airline Brit air, like f-Grja. It was sold to Georgian Airways in September 2007. Rented of Georgian Airways, it has been operated by the United Nations mission in the Democratic Republic of the Congo (Monusco) using the call sign UN-843.

CLA Test 06: Road Rage Killing

First Part of CLA (Reading )

Patrol Report: On Tuesday 5th August, 2014 at around 14:45 hours four-year-old Lilly Garcia was riding in the backseat of her dad's truck with her 7-year-old brother Peter Garcia when someone in a Toyota opened fire on the family as they traveled down the main east - west freeway. The  father quickly pulled the truck into the median and tried to administer first aid on his daughter as a bystander called 911 to report the incident. Two nurses showed up and tried save the girl's life as ambulances arrived and rushed her to the hospital, where she died an hour later. The child's father and brother were not injured.
Authorities quickly began pressing for tips, offering roughly $25000 for information that leads to the arrest of the shooter, who was driving a newer-model maroon or dark red Toyota Corolla with a big dent on the trunk and dark tinted windows. The car also had a Greensville license plate.

Incident Report 1: Details about the suspect, described as to be in his mid-20s or early 30s, emerged after police investigated more than a dozen leads. Witnesses described the suspect as having short dark hair, a thin face and goatee. Every officer in law enforcement in Greensville is currently looking for the vehicle described. Police are seeking a warrant to search a Greensville home and car as part of their investigation. In Tuesday's shooting, the suspect is accused of opening fire on the truck Lilly was in at around 15:00 hours local time in what police have described as a road rage accident.

Incident Report 2: Alan Garcia had just picked up his two children from school when it happened. He was trying to get off a freeway, and another car forced him out of his lane. Garcia gestured toward the other driver and swore at him. Then, authorities said, the seemingly trivial episode turned deadly. A man in the car opened fire on Garcia's pickup truck, hitting his 4-year-old daughter in the head. It's not clear what led the incident to escalate, but the father told officers the shooting was the result of road rage. Lily's father, Alan Garcia, told police he was cut off by a Toyota, he threw his hands up and yelled at that driver, and shots were later fired at Garcia's truck as he sped away, according to the criminal complaint. Garcia told police he heard two gunshots. The suspect,  later identified as Tony Torrez, continued to persue Garcia's truck and fired twice more, according to the criminal complaint. Garcia pulled over and tried to give first aid to his dying little girl as a bystander called 911. Lilly was shot in the head and died at a hospital.

Incident Report 3: An anonymous call led investigators to Torrez. Police received an anonymous tip from the caller who alleged that the 31-year-old had acknowledged shooting the child after he said Garcia's truck tried to run him off the road. Police said they believe it was a random encounter and that the two didn't know each other.
Police detained a man on Friday in connection with the road-rage killing of the 4-year-old girl who was shot in the backseat of her father's truck after he picked up her and her brother from school, signaling a possible break in the case that has horrified the public. Police would not say if they believe the person of interest taken into custody is the shooter, but they said he matched the description of the gunman. His name was not immediately released. The person of interest was detained not long after police issued a public appeal for help to identify and find a suspect in the shooting. Police said they have recovered the car and the firearm believed to have been used in the killing. Detectives are scanning the area to collect shell casings oor other ballistic evidence.

Incident Report 4: Fingerprints taken from the detainee matched those of Tony Torrez, 31, an accused nearly a decade ago of pulling a gun on another driver. In 2006, Torrez was arrested on charges that he pulled a gun on another driver during an encounter in a parking garage, according to a criminal complaint in that case. Torrez' car was blocking vehicles from exiting the garage on July 30 of that year, and there was a confrontation with the driver of a SUV behind the blocked exit. Torrez allegedly got out, showed a handgun in his waistband, and then pointed the weapon at someone in the SUV, and a fight broke out. The gun went off three times during the struggle. Torrez was charged with aggravated battery and aggravated assult with a deadly weapon, but in 2007 the case was dropped because prosecutors couldn't secure the cooperation of the victim and witnesses.

Second Part of CLA (Report Writing)


Introduction

This is the second section of the UNPOL Combined Language Assessment. It is divided into two parts. In the first part you will hear one person describing the mission-related topic you have just read about in the Reading Comprehension - it will be introduced as the Narrative. In the second part,  you will hear a conversation between two people who are discussing the same mission-related topic - it will be introduced as the Dialogue. 

Please be reminded that the use of any computer devices, microphones, books, external notes or assistance from others is not permitted. Candidates who fail to observe appropriate conduct during this test will be excluded from the assessment process. Such actions will be duly noted and communicated in writing to the authorities of the Member State concerned and to the SAAT Coordinator in the UN Police Division. 

You will be given a Report Writing Form and another Blank Sheet of paper. Take careful notes on the Blank Sheet of paper of both the Narrative and the Dialogue. Pay attention to the important facts and key information. You will hear the recording only one time.

Once the Narrative and Dialogue are finished, you will be asked to use  your notes from both the Reading and the Audio parts to write your own complete police report. 

You will have 30 minutes to complete your police report. The instructor will indicate when these 30 minutes begin. The instructor will then announce when there are 5 minutes remaining and when there is one final minute.

Please do not forget to write your full name and your individual test serial number clearly in the spaces provided on the Report Writing Sheet.

Narrative

With reference to the Road Rage incident the police kicked off a massive manhunt for the suspect and are also calling for the public to come forward with information. The highway's westbound lanes from 57th Street to Main Boulevard were closed for hours after the incident to search for possible bullet casings. 
Police received information about the suspect's vehicle. Gary Tolko, a witness advised police that he had seen the dark red Toyota Corolla with Greensville license plate  TR 2395 drive westwards. Police with the help of information received from various quarters could finally spot the vehicle in an abandoned place on the outskirt of the city.

CLA Test 5: Ambush

First Part of CLA (Reading)

Patrol Report: On Monday, April 1st 2014 to 20.00 hours, police station number 6 recorded the testimony of Fenelon having witnessed an attack by local terrorists.This event was held at a room of the discount store, located on 27 Rue De Peace, coordinates UTM 326-218, not far from his home.

Incident 1: At 16:30 hours, Ghanaian soldiers were returning to base, located at 17 Rue De Peace after their patrol. Driving conditions were difficult and visibility was poor because of the heavy fog. Their vehicle had to slow down because of the poor condition of the road. They were merrily singing songs after a hard day's work.

Incident 2:  Two terrorists were hiding on the roof of the building located at 24 Rue De Peace, just opposite to the army base. They used a time bomb set to explode at 16:35 hours. It was expected that the explosion will devastate the surrounding within 30 meter radius. Terrorists detonated the bomb in a trash can. The windows exploded, wounding 6 civilian in the crowd. Four soldiers were wounded in the explosion of the bomb, next to their armored vehicle.

Incident 3: The attack was claimed by by the terrorist organization Aljina. This organization is being led by two young men for the past 10 months. This group opposed foreign intervention in their country and targeted mainly UN peace keepers and foreign military personnel. They were professionals and executed their plans to perfection.

Incident 4: The military personnel suffered burns and cuts due to debris from glasses flying. The explosion claimed the life of a civilian victim, a 76 year old woman. She had come to visit her son Ulrike, Director of the Art Musuem, in the street of Peace. She had blood stains on her white sweater.

Incident 5: The ambulance arrived at the scene at 16.45 hours and Alex Haley, the doctor quickly attended the civilian causalities. The surviving civilian victims were transported to the nearest hospital. Alex Haley then focused on the injured soldiers. One of the soldiers was in critical condition, another suffered from multiple injuries, the third needed emergency treatment and the last died instantly, The military casualties were transported to the Military Hospital. At 18:50 hours, the solder, who was in critical condition, was suffering from trauma. We had to carry him to the intensive care unit; he died 15 minutes after. The local police, who patrolled the area, put in all their efforts to apprehend the terrorists while the were fleeing, but without success. Police have frozen places to try and gather clues. The investigation continues, the witness was heard despite his condition.

Incident 6: Police have immediately alerted all on duty Patrol team to be on the lookout for the fugitive suspects. The description of the terrorists leaders were also broadcast from the media. Police have requested the civilian population to immediately inform police if they see any suspicious person matching the descriptions. Police have also cautioned the general public that Mohammad Jabil and Yasser Nadir the two top terrorists and the fugitive suspects are all armed and are considered to be very ruthless and dangerous and advised them not to approach the suspects.

Narrative

On Monday, April 1st 2014 at 20:00 hours,  one of the eye-witnesses Fenelon informed Police that he is the owner of the discount store. On that day at 15:45 hours, as he was busy working in his store, he saw through his window, a black colored 4-wheeler registration number DN 567879 with 4 people in it. They stopped their Volks-Wagon car in front of 24 Rue De Peace. Two of them got down from the vehicle and went inside the building. The driver then drove the car,  parked it at the end of the street and started walking towards the building to join his accomplices. On the way he had stopped and put something inside the trash can. One of the perpetrators kept vigilance on the street.
Fenelon further advised police that he was not suspicious of their movement.
He told police that immediately after the explosion at 16:35 hours, the entire area was in great pandemonium. He could see from his window, three men between 20 and 35 years old running out of the building located at 24 Rue De Peace and heading towards the parked car. He gave the description of the suspects to the interrogating officer. The findings were immediately relayed over radio to all police stations , patrol teams and the SWAT Team. 
At 23:40 hours, the car in question was stopped by the traffic police at the intersection of Boulevard Triumphal and Main Street. There were 2 people inside the car. Police made a thorough search of the car and found 2 semi- automatic rifles, 3 Astra pistols and a machete. The also found an address book.
Police raided all the houses found in the address book and finally managed to apprehend all the suspects. Police also arrested Mohammad Jabil and Yasser Nadir, the two top leaders of the terrorists organization Aljina.

CLA Test 4 : Kidnapped Boy

First  Part of CLA (Reading) 

Patrol Report: At 15.45 hours, 6 April, 2011 a Timorese male went to the Conoro police station in Dili (capital city of Timor-Leste) and reported that his 20 year-old son Paolo had been missing since the previous night. He stated that his son Paolo and their neighbor's daughter Mira had left their respective houses at 19.00 hours to go to a Thai restaurant near Cristore on 5 April. At 21.50 hours the neighbor's daughter Mira returned home, but his son did not and he was worried. The father checked with Mira,, who informed him at 20.30 hours, they went to have dinner. About ten minutes after arriving at the Thai restaurant, his son left a place with some young people. 

At 08.45 hours the next morning, the father went to the restaurant and asked the owner whether anyone had seen his son. The owner informed him that one of his waitresses had seen his son, the previous evening, quarreling with some males outside the Thai restaurant. The group of males had then forced the son into a white microbus, which sped off in the direction of the hospital. The waitress described four of the males as all being about 20 years old; one individual had long black hair and another one had a ring in his left ear. She also stated that the driver of the microbus did not get out of the vehicle so she can't describe him. 

The father gave the police a picture of his son and requested help to find him. The police made a report and advised the father that they would investigate the incident.

Follow-up Report # 1 : On 7 April, UN police along with Police of National Timor Leste (PNTL) conducted the primary investigation regarding the incident. A check was made at the local hospital, which proved negative. At the restaurant the police interviewed. the owner and a number of waitresses who were working at the time of the incident. Police obtained information that the suspects were all local Timorese and that one of  the waitresses had remembered the registration number of the microbus as TL0321. A police patrol located the said vehicle parked on the Airport road 20 km from Dili Police Station, at Grid reference 015-156. The police seized the vehicle's registration book, which displayed the name and address of the vehicle's owner. Inquiries  are continuing.

Follow-up Report # 2: On 8 April, UN Police and PNTL searched the address shown in the seized registration book and arrested the owner of the microbus called Antonio Gomez,, who admitted that he was involved in the abduction of the victim. He stated that the victim had borrowed money from him for drugs. He also stated that the address of the house where the victim was being held, was at 33 Fomento Road. UN Police and PNTL conducted a search of that house and Paolo, the missing boy, was located. He had sustained a bruised to chest and a broken left wrist. He was taken to the hospital and later returned to his parents. Police also seized a Smith and Wesson revolver from the house. The victim was asked to come to the police station on 10 April.

Follow-up Report # 3: On 10 April during interrogation Officer Simon Matonga asked the victim whether he knew the accused person and and the others who kidnapped him. Paolo stated he knew four of them, including Gomez, but not the one who had assaulted him. Paolo added that he remembered the name of that suspect, because the microbus owner called him Martino. It was Gomez who told Martino to push the victim  into the microbus. Paolo also provided the names and address of three  people who were involved in the abduction. He did not know the address of the suspect, Martino. Later that day the investigating officer collected Martino's address from Gomez.

Follow-up Report: In the early morning of 11 April, UN police and local PNTL searched Martino's house in Baucau ( a district in Timor-Leste.) but failed to arrest him. Martino's father informed the investigators that Martino left home the week before saying that he was going to Dili, the capital of Timor, for work. That evening UN Police and PNTL of Comro Police Station raided a student house where the three other accused were living. They arrested one of them. Narrative

On 11 April 2011, two suspects were arrested by a Comoro police with call sign Alfa Mike 120 for the abduction of a young man on 5th April. They were brought to the police station in Comoro for further questioning. One of the suspects was Martino who stated that he was born on 20 October 1989, and had gone to the capital city Dili on 4 April 2011 for a job after receiving a phone call from his cousin Antonio Gomez, who is the owner of the Microbus. Gomez stated that he had found a job for Martino. After arriving in Dili, Gomez took Martino to a small house where three students from Dili National University lived. Gomez introduced them and told Martino to stay with them that night. He then stated that he would come the next day to take him to his job. Martino noticed that all three students at the house took drugs and were involved in some criminal activities to earn money for drugs. Gomez came to the house the next afternoon and gave Martino 100 US dollars and asked Martino to help kidnap another person in the evening. Gomez threatened Martino and so  Martino agreed.
At 19:00 hours on 5 April 2011, Gomez drove the microbus with Martino and the three students to the Thai restaurant. One of the students carried a revolver, another student carried a machete, and the third student carried a hammer while Martino took a bamboo stick in his hand. They stopped their microbus near the restaurant and waited outside. Five minutes later, one of the students called the victim on his mobile phone and asked him to come outside. As soon as Paolo came out, the suspects forcefully pushed him into the microbus and left. One student held a machete to the boy's neck to stop him from shouting. At about 21.00 hours they arrived at the house of Fomento Road where the student from Dili National University lived. Martino admitted that in the house he hit the boy on his chest and wrist with the bamboo stick. Gomez left the house at about 22.00 hours, saying he would come the following morning and would make plans to get money from victim's father. However, Martino stated that the following day they received information that the police were investigating the case and were searching for them. They locked the boy inside the storage room and fled.

SAAT means Selection Assessment and Assistant Team that is conducted by UNPOL According to Standard Operational Procedure (SOP) :

Sec-34: A SAAT is established to oversee a MS-based AMS. The SAAT is composed of certified AMS instructors. CLA Test 3: Stray Dogs

First Part of CLA (Reading)

Patrol Report: On Sunday 23 March 2008, at 13.30 hours a man who identified himself as Joseph Alba, entered Police Station # 2 in Monrovia and said that a group of wild dogs had attacked his son. The man was escorted to the interview room by the duty officer. The man told the officer that at 10.30 hours his son , John Alba, had been playing in front of their house located at Low Street, when suddenly three dogs attacked his son. The man said that the largest of the three dogs, a white male, approximately 40 kilos in weight, seemed to be the pack leader of the three dogs. The other two dogs were not as big as the pack leader, and only weighed about 25 kilos each. One of them was all brown and the other was black with a white spot on its chest. They were not wearing collars or identification tags. The officer asked if the man's son was still at home. The man informed the officer that an ambulance had taken his son to a local hospital for care and that his wife had gone with the boy in the ambulance.

Follow-up Report # 1: On Sunday 23 March 2008, at 14.30 hours, a Liberian National Police (LNP) officer was sent to the local hospital to inquire about the nature of the boy's injuries. The doctor told the officer that the child had been bitten in the face and needed 12 stitches to close that wound. He had also been bitten on the both arms and severely bitten on the right hand. There were two areas on the right arms that required three stitches each and the index finger on the child's right hand was being surgically repaired at that time. The officer asked the doctor to call the police station with more information if there was any change in the condition of the child.

Follow-up Report # 2: An  LNP officer interviewed the child's mother, Regina Alba, at the local hospital immediately after interviewing the doctor. She told the officer that her son was playing with a small red ball in front of their house when three dogs attacked him. She said that she had seen the dogs in the area the day before, and that they had tried to bite other people. Regina also stated that she yelled at  the dogs during their attack on her son and tried to beat them off with a stick,but they did not stop attacking him. The officer noticed that the mother's left hand had also been bitten. Regina was treated by medical staff immediately after the interview.

Follow-up Report # 3: On Sunday 23 March 2008, at 18.00 hours, two police officers from Station # 2 were sent to Low Street to investigate the group of dogs that had attacked the child earlier that day. Upon arrival, they noticed a black dog with a white spot on its chest running into an abandon building on the west side  of the  street with a red ball in its mouth. The officers proceeded into the building and saw all three dogs together, fighting over the red ball. The first officer yelled at the dogs and the largest one, the white dog turned to face the officers and started growling. The officers could see that there were no collars or identification tags on any of the dogs. Suddenly, the white dog attacked the two officers. The first officer drew his 9mm weapon at the remaining two attacking dogs five times, killing them both.
Follow-up Report # 4:  On Monday 24 2008 at 13.00 hours around 50 people assembled outside the Main Police Headquarters in Monrovia protesting against the dog problems in the city. During the demonstrations they shouted slogans about why the authorities did not do more to stop the number of wild dogs running around Monrovia. They complained  about how unsafe it was for children to play outside. The Station Commander approached the leader of the demonstration, Ms. Elisabeth Johnson, and said that they had to stop their activities as they were unlawful. The demonstrators, after some discussion, accepted the order from the police and left the area about 14.15 hours.

On Sunday 23 March 2008, at 13.30 hours a man called Joseph Alba entered Police Station # 7 and said that a group  of stray dogs had attacked his son John. The son had been taken to the hospital for treatment and the police officers shot the dogs later that day.

On Monday 24 March 2008 at 13.00 hours about 50 people assembled outside the Main Police Headquarters protesting against the situation in the city regarding stray dogs. Ms. Elisabeth Johnson, a primary school teacher, was the leader of the demonstration. She had witnessed the incident with the boy and the dogs and was called in for a statement.

She came to the Monrovia police station # 2 on Tuesday 25 March 2008 at 10.00 hours to give her witness statement. She confirmed that she was the founder and the leader of the organization PEOPLE AGAINST DOGS (PAD) which was responsible for the demonstration the day before. The organization was established in 2006 to fight against the stray dog situation in the city which has been threatening the safety of its inhabitants. Ms Johnson was also concerned about the dogs welfare and questioned why the police consistently responded to these incidents by killing them. She was of the opinion that the police had more important things to do and that the problem with the aggressive dogs was more of a community responsibility. Lacks of trash services, as well as, the absence of dog shelters and poor veterinary services, were the main reasons for problems with the stray dogs. Her organization delivered three petitions to the office of city Mayor on the issue in the past.

Ms. Johnson further stated that she had witnessed the situation with John Alba and the dogs  on Sunday. All three dogs had been dirty and in a generally poor state. It seemed to her that the dogs thought the boy had brought them food in the plastic bag he was carrying. When they understood that he did not bring them anything,  they attacked the boy and seriously bit him in the face and on his body. She noticed that the ambulance came and took the boy to the hospital.

She learned later that the police killed the three dogs without trying to catch them and bring them to the veterinarian. She clearly stated that the police should be more observant towards the local people and how they treated the dogs in the city and cooperate with the community to find better solutions.

I am the leader of the PEOPLE AGAINST DOGS or PAD, which is an association founded in 2006. I've experienced an increasing problem in Monrovia of stray dogs threatening the citizens and so I established this organization.
Do you know why Monrovia has these issues?
I believe there are three main reasons for that. It is the lack of trash services, the absence of dog shelters and poor veterinary services.
Have you witnessed similar situations in the past?
This happens almost every day. And in my opinion the police have better things to do other than responding to situations like this.

Yes. We  want to emphasize that it is community responsibility to improve the situation and to prevent further dog attacks on our citizens. We have already submitted three petitions to the office with no result.

In "Building the Future", the Secretary - General has indicated that the organization's greatest strength- and the key to our success - is the quality of out staff and managers. He has stressed that, to capitalized on this strength, we need to create an organizational culture and environment that enables staff to contribute to their maximum potential. Experience in other organization has shown that  when seeking to create a new culture and build new human resources capacity for the future, it is important to define organizational core competencies - the combination of the skill, attributes and behaviors which are essential for all staffs - as well as the additional managerial competencies required by all those who manage others. CLA Test 20: Robbery

Patrol Report: On Tuesday, 13 August, 2013, at approximately 1730 hours, Ms. Melinda walked along La Loma Avenue. After 20 minutes she reached the Crosby Department Store, located near the intersection of Hearst Avenue and La Loma Avenue. She entered the shop to buy her monthly groceries. 30 minutes later, she finished her shopping and went to the cash counter to make the payment.

Incident 1 : At 1825 hours, 3 armed masked males entered Crosby Department Store. One of the perpetrators stood guard at the entrance holding an AK 45 rifle. The suspect also took 3 Nokia mobile sets, an ASUS laptop and 3 cartoons of Benson and Hedges cigarette. Mr Perez was running the store with the help of Michael Tully, his employee. Michael Tully, who wanted to put up resistance, was shot twice - one bullet stuck in his right arm and the other lodged in his left thigh. He then went up to the cash register and pointed a handgun at the store owner Mr. Alan Perez. He gestured threatening while demanding that Perez give him the money from the register. The store owner  then had no other option and handed over 2700 US dollars to the suspect. There were only 2 customers in the store. One was Andrea Chao, who heard he robbery taking place but did not see it as she was in the store restroom at the time. The other was Ms. Melinda with cash in her hands waiting to make payment for the groceries she had purchased. The third suspect sighting the cash in Melinda's hand pointed a Berretta at her and demanded the money. As she refused, the suspect shot her on the knee and as she was falling down, snatched the money from her hands. He then bent down and took her purse as well.
After obtaining the money from the register, the two suspects ran out of the store into the parking lot and got into a silver colored Chevrolet. The person in the driver's seat a young woman in her mid-twenties quickly drove off in a northerly direction. The whole operation took 15 minutes..

Incident 2: Deputy Jones arrived on the scene at around 18:55 hours, responding to Perez's 911 emergency call. After reviewing the security footage, Deputy Jones noticed that one of the suspects had at one point leaned across the counter as he was grabbing money Tully and Perez. Fingerprints were captured from the counter and sent to the forensics lab for analysis. The parking lot had been pained earlier that afternoon, and Perez identified one of the suspect's footprints in the drying paint. Closer inspection of the drying shoe-print revealed that one of the suspects was wearing size 10 Nike Airs, which is consistent with security footage.

Incident 3 : Police learnt from Mr, Alan Perez, that the robbers had robbed him of 2700 US dollars. The store owner also stated that the robbers had also taken goods worth 3975 US dollars from his store. Ms. Melinda in her statement informed police that the suspects had taken 327 US dollars from her hand. They also took her purse where she had another 173 US dollars. She further stated that she had her home keys, a compact, a credit card from Raba Bank, and her ID card in her purse.
Deputy Jones heard them patiently and later asked them to follow him to the Port Noir Police Station to make a written statement.

With reference to the Crosby Department Store robbery incident, police interviewed the store owner Mr. Alan Perez.  Mr. Perez stated that at approximately 1820 hours Ms. Melisa was in front this cash register waiting to make her payment for the groceries she had brought. He was busy preparing her bill when suddenly he heard sounds of 2 gun shots. He looked around only to find his employee Michael Tully had been shot. He described the suspect who shot his employee to be  a white male about 1 meter 78 centimeters tall. He had a neat trimmed mustache and a small scar on his left cheek. He was wearing a dark blue shirt, and light fade blue jeans. He went on to state that one of his accomplices, a black male, 1 meter 80 centimeters tall, muscular build and wearing a white T-shirt and black shorts shot Ms. Melinda. He had a snake tattooed on his right arm. The third suspect, a black male, 20-25 years of age, 1 meter 70 centimeters tall, was wearing a black shirt , and blue jeans, a black bandana over face and arms with an AK-47 rifle, stood guard at the entrance. After committing the robbery, the robbers went to the parking lot and boarded a silver colored Chevrolet registration number DS 2547. A female occupying the driver's seat quickly drove off in a northerly direction. He described the woman to be in her mid-twenties with blonde hair.

CLA Test 19 : Gang Rape

First Part of CLA (Reading)

Patrol Report 1: At 1545 hours, on Sunday 4th November, 2012, Alana Marie Knight left  the Bi-Lo shopping center and was trying to use the cut-through path t Garrett Avenue when she noticed 2 men following her. 20 minutes later, when she realized that the men were still following her, she started to run. One of the suspects also ran after her and finally caught up with her. He then grabbed her and dragged her into the bushes behind the Chin Yan Chinese restaurant on Remount Toad and got on top of her. His accomplices joined him. They raped her by turn in the bushes.
An employee of the restaurant who had witnessed the act called Police Station number 5. He stated to police that a rape incident is in progress and that 2 black males are involved in raping a blonde woman. He also confided to police that the suspects were armed and he dare not confront them and rescue the victim. There were no other employees or customers as the restaurant remains closed from 1400-1700 hour.

Incident 1 : The OIC of  Police Station number 5 immediately dispatched a patrol team to the location. The patrol team consisted of 2 armed police, 3 constables, a medical officer, a nurse and a driver. They were under the supervision of Officer Mohamed. The team reached the Chin Yan Chinese restaurant on Remount Road at 1645 hours. The caller employee greeted Officer Mohamed and showed him through a window of the office room the location of the rape incident Officer Mohamed observed a blonde woman lying on the ground. There were no  other people besides her in that place. The employee advised police that the perpetrators had left the place 10 minutes prior to their arrival. They had left the place in a four door black sedan. He could not notice the registration number.

Incident 2 : Officer Mohamed then led his team to where the victim lay. He observed that the victim was lying naked and bore several marks of injury. The medical officer and the nurse soon attended the victim and realized that she was unconscious, the outcome of an aggravated assault. She had a 5 inches cut on her neck, and two deep cuts on her right hand. Her thighs were  slashed and she was bleeding profusely. Realizing the patient's serious condition, the doctor and the nurse immediately took the patient to Exeter Hospital where she was duly treated. Medical examination revealed that the presence of drugs in her system. The victim regained consciousness onthe third day. At 2000 hours that evening the attending doctor called Officer Mohamed and informed him that the patient had regained consciousness.

Incident 3: Police collected the victim's torn dress and sent it to the forensic lab for DNA test. The fingerprints made by the forensic helped to identify two criminals, John Lopez and Wilhelm Gonzalez who were under  the federal search since 2001. They are both notorious sex offenders and were previously convicted for rape, assault, aggravated assault and attempted murder.

Incident 4: Officer Mohammad interviewed the victim in the hospital, a day after she had regained consciousness. The victim Alana Marie Knight told police that on Sunday 4th November, 2012 two black males assualted and raped her in the bushes behind the Chin Yan  Chinese restaurant on Temount Road. She said she had never seen the men before the incident. She stated that on that day at 1545 hours, after she had left the Bi-Lo shopping center, she noticed 2 men following her . One of them grabbed her and dragged her into the bushes behind the Chin Yan Chinese restaurant on Remount Road and aped her by turn. Marie knight tried to escape but was overpowered by the suspects who then injected her high dose of sedative. She lost consciousness.
Marie Knight further stated that the suspects also took her black crocodile skin wallet containing her ID and 2000 Liberian Dollars. She described one of the suspects to be about a 30 year old black male, with a medium build, and had a shaved head with some stubble. He was wearing a green sweater and blue jeans. His accomplice was approximately 165 to 170 meters tall, with black hair and had a large hose. He was wearing blue shirt, dark blue trouser and black leather shoes. The suspect had a dragon tattooed on his right arm and a deep scar on his chin. Her description of the suspects matched the description of John Lopez and Wilhelm Gonzalez - two wanted sex offenders.

Second Part of CLA (Report Writing)

Narrative

With reference to the assault and rape incident at Remount Road near Chin Yan Chinese restaurant at grid reference 249785the police interviewed Mr. Phillip Tyler one of the witnesses t the incident at 1000 hours on Monday, 5th November, 2012, Mr. Phillip Tyler told the investigating officer that he is an employee of the Chin Yan Chinese  restaurant on Remount Road. On Sunday 4th November, 2012, he was cleaning the restaurant. He stated that the restaurant remain closed everyday from 1400-1700 hour. After he had finished cleaning he went to the office room. At circa 1600 hours, he looked out of the window only to witness two black males dragging a woman into the bushes behind the restaurant. He could clearly see that  both males were armed and hence he dared not confront them and rescue the victim.He immediately notified the police. Mr. Phillip Tyler also sated that the perpetrators raped the woman by turn for nearly 40 minutes and then left the place in a four door black sedan with registration number 257895.
The witness went on to say that one of the suspects seemed familiar to him. He had seen the suspect frequent the Moonlight Bar and is mostly seen in the company of a woman who lives a few blocks away from the Chin Yan Chinese restaurant on 79 Remount Road.
Officer Mohamed then went to 79 Remount Road and rang the bell. A 27 year old black woman opened the door. After Officer Mohamed displayed his identity card, the woman asked him to enter the house. On interrogation Officer Mohamed  learnt that the woman's name is Gertrude Jones and that she has a good relationship with John Lopez . She further stated that John Lopez supplies drugs to local dealers and frequents the Moonlight Bar every Saturdays from 1900 hours to 1910 hours . John Lopez makes drug transactions there during hat time with local dealers.
At 1900 hours, on 10th November, 2012, Officer Mohamed with 5 armed police personnel went to the Moonlight Bar and after waiting for 10 minutes noticed John Lopez enter the bar and 2 other customers who were seated at the back of the restaurant. Officer Mohamed then went to the suspects table and with his men and apprehended the suspect along with those seated in his table. They were all taken to Police Station number 5. Large amount of drugs and cash were found in their possession.
Officer Mohamed is investigating the case further to find out the whereabouts of the other suspect Wilhelm Gonzalez involved in the assault and rape incident.

Good evening Officer Mohamed. I hear you have apprehended the suspects involved in the assault and rape incident at Remount Road near Chin Yan Chinese restaurant at grid reference 249785.
Good evening Petra. I could only apprehend John Lopez, one of the suspects involved. The other suspect Wilhelm Gonzalez is still at large.
What about the other two you have arrested that evening? Aren't they involved in that incident?
No, but they were booked for illegal drug dealing.
Did you find drugs in their possession?
Oh yes! We searched them and found 2 kilograms of hashish, 500 grams of pure heroin and US $ 50,000 in their possession.
Where did they get the drugs from?
John Lopez supplies drugs to local dealers. We caught them red handed dealing in drugs.
How could you arrest John Lopez so quickly?
We interviewed Phillip Tyler one of the witnesses and got useful tips. Acting on his tips, I raided a house on 79 Remount Road, where Gertrude, an acquaintance of John Lopez lives. She told us that John Lopez makes drug transactions in the Moolight Bar every Saturdays from 1900 hours - 1910 hours. At 1830 hours, on 10th November, 2012, I along with 5 armed police personnel went to the Moonlight Bar in civil attire and after waiting for 10 minutes, noticed John Lopez enter the bar and join 2 other customers.
What did you do then?
I went to the suspects table and with the help of 5 armed personnel apprehended the suspect along with those seated in his table. We look them all  to Police Station number 5 and after searching their bodies, we found large amount of drugs and cash in their possession.
What is the status of the case now?
It is still under investigation. I am interrogating the suspects to locate the whereabouts of the other suspect Wilhelm Gonzalez involved in the assault and rape incident.

Report On Gunshot Accident 

On 22nd June 2009 at about 14:20 hrs National Operation Center received a phone call from a mail about a gun shot incident from a white yacht which was aborted on Dili harbor. The caller introduced himself as Peter SMITH. While he was walking past in front of the government palace, he heard 5 gun shots from a white yacht with blue writing when he was 300 meters away.



At 14:45 hrs a Maritime patrol unit which was comprised of 2 UNPOL and 1 Local police officer dispatched to the scene. Canadian CIVPOL Richard SIMONS was the patrol leader. The patrol team finds out a yacht “Queen Lina” aborted in the harbor. Police vessel placed alongside the yacht. A white male wearing white shirt, blue shorts appeared underneath the yacht. He was 30 years of age, brown hair & mustache. He was carrying something in his right hand. Police could not see what it was. They thought it may have a pistol. Police stopped him and ordered to face down on the deck. He comply the order of the police. Police hands cuffed the male and find a flare gun in his hand. It was not a pistol. The captured male informed that his name was Mark ROBINSON & he was from New Zealand. His eyes were blood shot & speech was slurred. His breath was spreading smell of alcohol. Robinson stated that after taking a bottle of whisky he set the flare gun and shoot twice in the air. UNPOL Simons find 4 small plastic bag containing leafy substance and some US currency in it. Robinson stated that the leafy substance was cannabis and the currency was obtained of sell price of some cannabis. Further he informed that this cannabis was brought from Australia to Timor and supposed to sell to the local people. Maritime unit found 5 more bag of cannabis. A total of U.S $ 10,500 & a flare gun seized. Arrested Robinson was wanted by New Zealand police in related to several drug related crime. Robinson was taken to Dili watch house.



Investigation was continuing.
